			<content:encoded><![CDATA[<p>Members of the House Ways and Means Committee have re-introduced the <a href="/documents/Hague-CSE-Bill-050813-Introduced.pdf"><em>International Child Support Recovery Improvement Act </em>(H.R. 1896)</a>. Supported by NCSEA which testified before the Committee in 2012, the bipartisan bill mirrors the measure that the House of Representatives adopted last year. The measure would implement the Hague Convention Treaty to improve the enforcement of international child support cases. Ways and Means staff have indicated to NCSEA that the timing for considering the bill has yet to be determined. Last year’s adoption of this bipartisan bill does indicate, however, that the measure has a very good chance of moving once again in the House.</p>

<p>The New Mexico Human Services Department (HSD) seeks to fill the Governor Exempt Child Support Enforcement Division Director position in Santa Fe, New Mexico.</p>
<p>The Child Support Enforcement program, administered by the Human Services Department (HSD) Child Support Enforcement Division (CSED), establishes and enforces the financial responsibility of parents for the children.  The CSED establishes paternity, establishes child support orders (including medical support provisions), enforces orders for child and medical support, and distributes child support collections.  In addition, CSED locates non-custodial parents and their financial assets, reviews and adjusts support orders and handles interstate and international child support cases.</p>
<p><span style="text-decoration: underline;"><strong><br />
Position Responsibilities:</strong></span></p>
<p>The CSED Division Director oversees the management, resources and operational activities of the field services structure of the CSED, ensuring statutory deadlines are met, services are efficiently executed, all programs achieve goals and are operating within the guidelines of Local Court Rules, state/federal laws and regulations and department policies and procedures.  The CSED Division Director provides program and policy management, development, implementation and evaluation.   The Division Director participates in forecasting and development of division budget, staffing, operational plans, departmental and organizational development and activities, policy &amp; collaboration with other agencies and departments and participates in legislative activities such as coverage, bill analysis, testifying in front of legislative committees and communicating with legislators. <strong></strong></p>
<p>The CSED caseload is 60,000.  The annual CSED budget for State Fiscal Year 2014 is $33.4 million.  During State Fiscal Year 2013, CSED collected $129.6 million.</p>

Required Qualifications:</strong></span></p>
<ul>
<li>A Bachelor&#8217;s degree in any field of study from an accredited college or university</li>
<li>seven (7) years of management experience</li>
<li>Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eleven (11) years may substitute for the desired education and experience.</li>

			<content:encoded><![CDATA[<p>Last week, the Obama Administration released its federal fiscal year 2014 budget proposals. NCSEA prepared a synopsis of the child support budget which may be <a href="http://www.ncsea.org/documents/Excerpts-from-the-Administration.pdf">found here</a>. In short, the budget continues to support program activities and re-proposes reforms that were not considered by Congress last year. They include:</p>
<ul>
<li>The CSE operations and enforcement proposed rule is expected to be issued this year.</li>
<li>The pass through is proposed again, as well as the proposal to use CSE payments to benefit foster children and prohibiting the use of child support to re-pay Medicaid birthing costs.</li>
<li>The budget includes $448 million over ten years to support increased access and visitation services; provides funds to states for parenting time orders; and, would require all states to include such responsibilities in  all new orders effective FFY 2019 .</li>
<li>A number of low-cost enforcement and establishment proposals are also proposed – many of them will look familiar to NCSEA – (data comparisons with insurance claims; providing tribes with access to FPLS; modifying the paternity establishment percentage; reviews of arrears; and passage of UIFSA.</li>

Job Description/Responsibilities:</strong></span></p>
<p>As the Director of Child Support you will provide leadership and management in the development and implementation of child support program policy and procedures in the State of Minnesota and direct the administrative operations of the program.  This position will provide leadership, oversight, and coordination to the statewide child support program to promote the well-being of children and the self-sufficiency of families by delivering quality child support services.</p>
<p><span style="text-decoration: underline;"><strong><br />
At a minimum, a candidate will have:</strong></span></p>
<p>Master’s degree in human services, law or other related field AND 3 years of managerial experience that demonstrates expertise in human services administration and planning including:</p>
<ul>
<li>Extensive knowledge of the child support program and service delivery system, associated laws, regulations, and funding streams as well as recent innovations in child support, current research and evaluation of program impact and strategies.</li>
<li>Experience managing large scale operations including human, budget and system resources; evaluating, developing, and implementing administrative processes; ability to make critical executive level decisions and effectively handle sensitive issues.</li>
<li>Highly developed managerial and human relations skills, including excellent oral and written communication skills.</li>
<li>Significant knowledge of family law, negotiations, administration, legal and legislative processes and procedures.</li>
<li>Knowledge and application of the theory and practice of public and business administration, practical uses of strategic planning, needs analysis, objective setting, resource allocation, priorities management, contract management, and budget management.</li>
<li>Understanding of intergovernmental roles, authorities and relationships with respect to budget development, program administration, and legislation development.</li>
<li>Expert skill in negotiation and conflict resolution, ability to delegate effectively.</li>
<li>Sensitive to and respectful of the differences of others; successful in influencing, developing and maintaining relationships with other state agencies, advocacy groups, legislators and the general public.</li>

			<content:encoded><![CDATA[<p>On March 1, the across-the-board cuts to domestic discretionary programs were triggered. How long the cuts will remain in force is uncertain, and the immediate effects on any given program also are unclear, given the different spending and allocation patterns of federal programs. As an entitlement, the child support program is protected from the sequester, but other child support grants, federal staffing and associated federal travel may be affected, depending upon available resources and the duration of the sequester.</p>
<p>The cut of approximately 5.3 percent has been applied to all domestic discretionary programs. The cuts are condensed into the remaining seven months of the federal fiscal year, resulting in a real cut of about nine percent. Human services programs subject to the cut include Workforce Investment Act programs, Older Americans Act Programs, Child Care Development Block Grant, non-IV-E child welfare services, and the Social Services and Community Services Block Grants, to name a few.</p>
<p>The federal government faces a March 27 deadline when federal funding expires under the six-month extension of all federal appropriations for FFY 2013, given that Congress failed to adopt any appropriations measures last fall. House Speaker John Boehner, R-Ohio, and President Barack Obama have, at this stage, agreed that steps to modify or stop the sequester should not stand in the way of enacting a bill funding overall federal government operations.</p>

<p><span style="color: #333333;"><strong>EDUCATION:</strong> <span style="color: #000000;">Thirty (30) semester (45 quarter) units of completed college coursework in public/business administration, administration of justice, behavioral/social science, English, math or humanities, half of which must be upper division units. </span><em>A list of completed college coursework or legible transcripts must be submitted with the application if the applicant does not possess a Bachelor&#8217;s degree or higher in one of the qualifying fields listed above</em>.</span></p>

<li><span style="color: #333333;">Three (3) years of management experience overseeing staff in a Child Support Services agency.</span></li>
<li><span style="color: #333333;">Three (3) years of experience in a government agency analyzing Child Support operational issues and making policy recommendations to ensure compliance with Federal or State program requirements. Experience must include at least one (1) year of supervisory or management experience.</span></li>
<li><span style="color: #333333;">Three (3) years of administrative-level experience in a government agency performing any of the following: budget preparation; fiscal management; facilities management; or personnel management. Experience must include at least one (1) year of supervisory or management experience.</span></li>
</ul>
<p><span style="color: #000000;"><strong>DESIRED QUALIFICATIONS: </strong>The ideal candidate is a customer-focused, visionary leader who is dedicated to meeting the needs of children as a Deputy Director of Child Support Services, has excellent organizational and management skills and a highly effective leadership style. A Bachelor&#8217;s degree or higher in one the qualifying fields listed above is also highly desirable.</span></p>
