Job Description: The County of Solano seeks a Director of Child Support Services to lead the County in its mission to promote parental responsibility and enhance the well-being of children. The Director of Child Support Services will accomplish this through the planning, organizing, and administration of the federal Title IV-D and State Child Support Enforcement Program. The Director will oversee all aspects of this mission through countywide administration and establishment of paternity, child, and medical support, and spousal and medical support enforcement and collection programs. The Director of Child Support Services is exempt from Civil Service and serves at the discretion of the County Administrator.

Experience:  Four years of management experience which included responsibility for directing or administering a major portion of a child support services organization. Experience in the State of California preferred.

Special Requirements:

  • Possession of a valid Class C California Driver’s License is required.
  • Must be able to pass an extensive background check.
  • Independent travel will be required.

The County of Solano seeks a Director who has demonstrated success in Child Support Services program development, implementation and management.
An ideal candidate is knowledgeable of federal and state civil and criminal laws and regulations including, but not limited to the California Family Code, Welfare Institutions Code and Penal Code provisions, Federal Title IV-D and State Child Support Enforcement Program, and County Department of Child Support Services as well as the respective duties, powers, limitations, and authority. An ideal candidate is versed in federal and state regulations involving automation efforts and system development and has experience with budget preparation and monitoring.
A strong candidate has excelled in personnel administration including development and implementation of goals, objectives, policies, procedures, work standards and internal controls and is a team leader.
A top candidate also possesses political acumen and decorum, and is capable of building and maintaining positive and effective internal and external stakeholder relationships.

Other information:

  • Annual Salary: $154,398.46 – $187,672.29 plus longevity pay for eligible service with other California cities, counties, joint power authorities and special districts.
  • Executive management receives biweekly allowances for auto (Level 1 $250 or Level 2 $150) and business expense ($50); and monthly cell phone allowance ($150).
  • CalPERS retirement formula based on entry date into the retirement system.
  • Family health insurance/cafeteria plan contribution of $1,586.60 per month, with participation in the CalPERS insurance program.
    13 holidays, accrue 12 days of sick leave per year, accrue 20 days of vacation per year, and 10 days of administrative leave per year.
