Job Description: Virginia Department of Social Services (VDSS) has an exciting opportunity for an experienced, dynamic and innovative leader to serve as the Director of Operations for Policy and Initiatives within the Division of Child Support Enforcement (DCSE). This position reports directly to the Director of Child Support Enforcement and works collaboratively as a member of the DCSE Executive Team in setting and implementing the division’s key priorities, shaping division culture and mutual accountability across areas in the division. DCSE is committed to helping parents support their children by focusing on more than just financial support. DCSE offers free family engagement services focusing on access and visitation, responsible parenting, employment services and prisoner re-entry. We strive to support parents who are receiving support and parents who are paying support.

Responsibilities: This position will —
• Oversee the following units: Program Guidance, Paternity Establishment Program, Initiatives (Family Engagement Programs, grants, legislation, and agency partnerships), and Program Evaluation and Monitoring (state, federal and internal audits)
• Direct, manage and supervise the administrative, operational and programmatic aspects of multiple, diverse programs requiring cooperation across programmatic or jurisdictional boundaries and supervision of professional staff
• Direct, coordinate, and implement plans and actions to fulfill statutory, regulatory, strategic outcomes and key results, and specific initiatives of DCSE
• Develop and manage a budget and allocate resources
• Write policy documents, position papers and other management documents for internal and external audiences
• Participate as a member of the DCSE Executive Team to provide overall program direction in concert with the mission of the VDSS
Qualifications (education, experience, etc.) both required and preferred qualifications and skills:

Minimum qualifications:

• Considerable knowledge of principles and practices of child support program administration
• Considerable knowledge of federal and state child support laws and regulation applicable to public social/human service programs
• Knowledge of and experience to use automated systems and data communications technology to perform division functions and generate information needed to support strategic planning
• Considerable skills communicating effectively, both orally and in writing, with various levels of officials, executives, internal and external stakeholders, colleagues, and employees
• Demonstrated experience to direct, manage and supervise managerial staff and employees and to establish and implement strategies to meet unit performance goals
• Demonstrated experience to compile, prepare & deliver executive level presentations; provide critical updates using consistent documentation, project plans, status reports, etc.
• Demonstrated experience to analyze and understand state and federal child support policies, laws and regulations and interpret/translate the general directions or specific requirements
• Demonstrated experience to build, develop and maintain effective working relationships and cooperative arrangements with key internal and external stakeholders at the federal, state, and local levels
• Demonstrated experience to represent the agency to government and business officials at the federal, state, and local levels, and to clients and the general public
• Demonstrated experience developing and managing a budget and allocating resources
• Demonstrated experience with writing policy documents, position papers and other management level documents
• Demonstrated experience to apply leadership and direction for planning and implementation of programs, projects, and initiatives

Preferred qualifications:
• Bachelor’s degree from an accredited college or university with course work in areas related to the assigned human services programs, public administration, business administration or related field
• Extensive work experience in planning and managing child support enforcement or related social/human services programs, projects, and initiatives
