Child Support Public Sector Manager, Deloitte Consulting LLP

  • Client Management: Manage day to day interactions with executive clients and sponsors (Child Support Directors, Agency Directors, Chief Information Officers and Chief Technology Officers)
  • Delivery: Manage and deliver components of client engagements that identify, design, and implement technology and creative business solutions for Child support agencies. Responsibilities include, among others, managing teams in the identification of business requirements, functional design, process design (including scenario design, flow mapping), prototyping, testing, training, defining support procedures.
  • Business Development: Develop and maintain contact with top decision makers at key clients; organize and lead pursuit teams; participate and lead aspects of the proposal development process; contribute to the development of proposal pricing strategies
  • People Development: Perform role of counselor and coach; provide input and guidance into the staffing process; actively participate in staff recruitment and retention activities; provide leadership and support for delivery teams and staff in local offices


  • 5 year of experience in the design, development or implementation phases (business or technical) of a modernization for a child support business area, including but not limited to the following:
    • Child support functionality – Experience in the functional working of child support modules, namely, Case Initiation, Locate, Establishment, Enforcement, Financials, Case Management, Interstate case processing, Reporting
    • Interfaces – Inter agency interfaces such as interfaces with Driver’s and professional licensing authorities, Unemployment agency, Medicaid and TANF (IVA),Foster Care (IVE), State Treasury(State tax offset), Federal (FPLS), IRS (Federal Tax offset)  ,
  • 5 year of experience participating in the design, development or implementation and maintenance phases of existing child support applications using system transfer, custom development or hybrid approaches
  • 8 years of relevant consulting or industry experience
  • At least 4 years of experience leading teams
  • A minimum of 2 full system development life cycle implementations
  • At least 4 years of experience with solution development and application architecture with .Net or Java
  • Minimum of 4 years of  experience performing conceptual and technical designs, including the use of object oriented analysis and design techniques and experience in any two of the following areas:
    • SOA, BPM
    • ECM, Correspondence generation
    • Batch interfaces and reports
    • User interface design
  • At least 2 years of experience in requirements analysis and performing current state system analysis
  • At least 4 years of performing conceptual and technical designs, including the use of object-oriented analysis and design techniques
  • 3+ years of experience with Requirements Management and Traceability Tools such as Microsoft Team Foundation Server, HP Quality Center and IBM RequisitePro and IBM Rational Requirements Composer
  • 3+ years of experience with Prototyping tools such as iRise and Business Process Modeling tools such as Enterprise Architect
  • 3+ years of experience with Agile, Scrum, Waterfall or RUP Methodologies
  • 3+ years of experience in translating requirements into optimized designs, and identifying design alternatives and implications on functionality, effort, performance and operations
  • A willingness to travel 80 – 100% of the time

Preferred Qualifications

  • Experience in participating in Child support system certification after implementation
  • Exposure to one or more of the following methodologies: CMM, CMMI, Six Sigma, PMBOK
  • Project Management Professional (PMP) certification or experience in managing large projects or sub-projects for at least 4 years
  • Experience with MVC patterns
  • Experience with common OO design patterns
  • 2 + years of experience with Unified Modeling Language (UML) for business modeling (work flows) and object modeling
  • Testing, including all phases: System, Integration, and Performance Testing and ensuring traceability
  • Experience with Middleware and/or SOA based implementations.
  • Ability to work independently and manage multiple task assignments
  • Strong oral and written communication skills, including presentation skills (MS Visio, MS PowerPoint)
  • Strong problem solving and troubleshooting skills with the ability to exercise mature judgment
  • Eagerness to mentor junior staff
  • A Bachelor’s Degree
  • An advanced degree in the area of specialization
