Program Manager – Veritas HHS

Location: Baltimore, Maryland

The Program Manager provides leadership, vision and strategic direction for two child support services offices with a total of approximately 105 staff, located in Baltimore, Maryland. This individual develops procedures, processes and methods to manage the child support caseload. The Program Manager assesses operational efficiency and effectiveness, and implements process improvement activities as needed. The Program Manager works with corporate executives and site management to establish goals and monitor progress in attaining those goals. The position reports to a Senior Vice President.


Competitive salary range of $100,000 to $120,000 annually, commensurate with education and experience


  • Provide direction to the child support staff to ensure Veritas HHS fulfills all contract provisions
  • Participate and collaborate with the Department of Human Services Administration to ensure positive and productive working relationships
  • Represent the office and build positive relationships with the judiciary, program attorneys and community-based social service providers
  • In conjunction with Veritas HHS executives and site management, develop performance goals that meet or exceed contract requirements
  • Develop procedures, processes, and methods to manage child support cases in a manner that meets federal timeframes and is consistent with project goals
  • Develop short-range plans for program operations and resources
  • Oversee local management team; ensure oversight of operational goals, ensure that these goals are incorporated into individual staff performance plans, and maintain accountability for performance and customer service at all levels of the organization
  • Manage office facilities and equipment
  • Assess operational efficiency and effectiveness, helping to implement changes to operational processes, as well as coordinate the introduction of appropriate technologies to drive continuous improvement to ensure contractual obligations are met
  • Help develop and sustain vibrant organizational culture consistent with company mission (do socially useful work, have fun, prosper) and values (integrity, innovation and creativity, quality of work, and customer service/teamwork)
  • Produce periodic reports to Veritas HHS management and to the client agency to facilitate effective oversight of project operations


  • Bachelor of science or arts degree required; master’s degree in social sciences, business administration, public administration, or law degree preferred
  • At least five years of experience in child support operations in a state that has a judicial child support process
  • At least five years of supervisory experience, of which at least three years must have included managing thirty or more employees
  • Successful record leading, motivating, and training employees
