Job Description:

Located in the nation’s capital, The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. OAG enforces the District’s laws, works to protect and defend D.C. residents, and provides the highest level of independent legal advice and guidance to District of Columbia government agencies. This position is located in the Fiscal Operations Section of the Child Support Services Division.

The Child Support Services Division (CSSD) of the Office of the Attorney General for the District of Columbia is seeking a Supervisory Case Management Specialist for the Enforcement unit within the Fiscal Operations Section of CSSD. CSSD administers the district’s child support services program that includes locating non-custodial parents, establishing legal paternity, establishing support orders, enforcing legal support obligations including medical support, and modifying support orders. The Division is also responsible for the State Disbursement Unit that processes all child support payment collections and disbursements. The incumbent is responsible for planning, managing, and supervising the functions and activities of the Enforcement Unit.

Responsibilities:

Develops and monitors a case tracking system; ensuring that work activities adhere to regulatory requirements, procedures, and practices of the Office of the Attorney General and the Child Support Services Division (CSSD); and recommends resolutions for non-compliant practices and issues.

Networks with and serves in a liaison capacity with multiple agencies for coordination of paternity and child support case activities and programs. In this regard, defines ultimate goals and collaborates with appropriate agency representatives in drafting master plans to accomplish program goals.

Explains and gains the support of employees for management policies and goals (for example cost reduction and safety, etc.) and effectively communicates the policies and directives of the Director and Section Chief of Fiscal Operations to the Unit employees. Ensures unit compliance with office policies and procedures, accounts for team performance, resolves difficult issues, and assists, as needed.

Participates in the coordination of initial and comprehensive needs assessment for the Child Support Enforcement Program to determine level of functioning, existing strengths, barriers and extent of service intervention needed.  Studies goals and objectives, precedent applications, and related subject areas to recommend critical performance standards. Identifies service gaps and participates in feasibility studies to analyze, evaluate, and determine practicability and adaptability of new or revised procedures.

Independently identifies and recommends improvements to the unit policies and procedures that will improve CSSD compliance with Federal performance measures. Facilitates implementation of any approved improvements and ensures compliance by employees.

Handles highly complex and difficult research matters that involve review, digest and summarization of legal and other reference documents. Provides technical advice and recommendation to supervisor, attorneys, and program managers of importance as to the continuation or abandonment of specific program activities.

Participates in case conferences to help identify and address gaps in service delivery; and to recommend a plan of action to address concerns. Follows-up on plans of action. Reviews, evaluates and prepares summaries of legal data to support recommended course of action on assigned cases in accordance with judicial procedures, rule of the courts and rules of evidence.

Coordinates the preparation of case records for litigation, in this connection, reviews and ensures that collected data is adequate and complete; determines the type of legal action to be initiated; and makes certain that documentation is “court ready” and is sufficient for litigation by the attorney staff.

Conducts consultations with Custodial Parents (CPs) and Non-Custodial Parents (NCPs) to increase their understanding of the requirements of the child support enforcement laws and mandates. Maintains communication with CPs and NCPs to monitor and evaluate case status.

Is responsible for interpreting and conducting training to support enforcement specialists and program managers on new and proposed legislation, policies, and procedures. Provides training on record keeping, documentation, policies or protocols, court orders and service coordination. Also, provides day-to-day technical assistance to attorneys and non-attorney staff assigned to child support cases.

Maintains statistical data and updated case records which reflect current and accurate data of CPs and NCPs and the case management activities performed. Ensures easy accessibility to legal documents and other reference documents in addition to the status of work in progress.

Meets with court representatives to provide updated information on customers’ cases and provides court reports. Ensures reports are complete with accurate and current information regarding the status of the case, reflects sound judgment and is consistent with division policy.

Prepares and submits to the appropriate officials, special and recurring statistical and narrative reports. Also, provides follow-up reports on unusual cases and incidences.

Participates in supervisory conferences, training, and workshops, and remains fully informed in matters of child support services, policies, procedures, and related practice issues.

Qualifications:

At least 3 years of relevant related specialized experience, 1 year of which must have been equivalent to MS -12 level.
